What Dissolves Old Dried Up Ink?

Hello all,
I have been scouring the Internet for a little while looking for an answer to my question.

A few years ago the Government made tattooing Hogs a necessity, and sold us Hog Mark Ink and a tattooing Hammer.
But no one seems to have any information on how you are supposed to clean the tattooing hammer. There are almost no tines left visible on the hammer, but I am unsure what I need to soak it in to dissolve this built up ink.

Would paint thinner work?

Household or general supplies greatly prefered over something specific.

Just soap and water, scrubbed with a toothbrush should do it.  Rubbing alcohol if it doesn't cooperate.  Usually, needle groupings need to be rinsed out during use to keep the ink from congealing.  Don't wait until you're finished (I assume you're tattooing many animals at a time). Rinse it out regularly during the process; then shake the water out of the needles so you don't dilute the ink in the next tattoo
